• OAR 845 – Division 15 – Retail Store Package (Part 2) In order to update and modernize the current distilled spirits retail system, staff proposed amendments in this rule package which would allow corporations to be retail sales agents and build more flexibility into the retail store classification process.
Action: The Commission amended OAR 845-015-0101 begin_of_the_skype_highlighting 845-015-0101 end_of_the_skype_highlighting, OAR 845-015-0105 begin_of_the_skype_highlighting 845-015-0105 end_of_the_skype_highlighting, OAR 845-015-0115 begin_of_the_skype_highlighting 845-015-0115 end_of_the_skype_highlighting, & OAR 845-015-0118 begin_of_the_skype_highlighting 845-015-0118 end_of_the_skype_highlighting, effective April 1, 2012. The intent is to conduct limited tests in these areas of the distilled spirits retail system for the remainder of the biennium; staff was directed to proceed with a limited pool of
four agents and four corporations.

The Oregon Liquor Control Commission and the Responsible Retailing Forum (RRF) are embarking on a joint research and educational project to study over-service of alcohol at retail businesses. The project will take place this fall in the Portland metropolitan area.
RRF personnel will visit up to 60 OLCC licensed businesses in and around Portland to obtain
first-hand experience on how businesses deal with over-service. The RRF employees are
specialized in undercover observations regarding intoxicated customers.
